Refugee & Immigrant Transitions (RIT, reftrans.org) assists refugee and immigrant individuals and families through our education, family engagement and community leadership programs. RIT is currently seeking a Youth Caseworker for the Office of Refugee Resettlement Post-Release Services (PRS).

Time Commitment: 1 FTE (40 hours/week) with full benefits

Locations: It is expected this person would be available for in-home visits for level 1 and 2 PRS cases. The person will also work at San Francisco International High School as needed. 

Reports to: To be determined.

Compensation: $26.65-$29.45 per hour

Benefits: Paid vacation, holiday and sick time, health, dental, vision, life insurance, retirement program.

SCHEDULE: Monday - Friday, ~9:00am to 5:30 pm with unpaid lunch break, as well as on evenings and weekends as needed.

PROGRAM OVERVIEW:
 
In partnership with Heartland Alliance for Human Needs & Human Rights, RIT will provide Home Study and Post Release Services (HSPRS) for children and youth up to 17 years old who have entered the country under-documented and without their parents/guardian. 

The Home Study and Post-Release Caseworker will initially report to the SF Program Manager and Co-Executive Director. The Caseworker will report to the Clinical Manager once this person is hired and will provide a variety of specialized services related to the processes of conducting home studies and providing post-release case management. It will include both local and travel (up to 100 miles) for the purpose of conducting home visits. Work travel is reimbursed using the IRS mileage reimbursement rate ($.67 per mile in 2024).


ESSENTIAL JOB FUNCTIONS: 

Home Study and Post-Release Responsibilities:

  • Assess and provide a recommendation for the purpose of reunifying children/minors with their potential sponsors, including conducting interviews and background checks and documenting findings in a comprehensive report within 10 days of referral

  • Attend a minimum of 40 educational training hours per fiscal year

  • Complete home visits to meet with children and their sponsors post-release

  • Coordinate referrals and service planning in relevant areas

  • Work with children and their sponsors to encourage and ensure progress through their individual service plans

  • Continually assess ongoing changes in behavior and general conditions that could impact the safety of a participant

  • Build and maintain relationships with community services providers in relevant areas

  • Serve as point person for stakeholders in each family’s case, including legal providers

  • Participate in regular case management and staffing meetings

  • Maintain accurate records and consistently ensure the confidentiality of information relevant to children and their cases

  • Maintain records of post release services including measurable outcomes and justification for termination of services

  • Submit required reports and documentation in a timely manner

  • Provide crisis intervention when necessary, including involving Child Protective Services.

Other Responsibilities as needed: 

  • Provide interpretation and support for RIT’s educational programs offered in the community and at San Francisco International High School. 

 Education and Experience:

  • Bachelor’s degree in Social Work or an equivalent degree in education, psychology, sociology, or other behavioral science equivalent. One year of relevant experience is required. Experience in family reunification, home assessment and report writing, family preservation and foster care/child welfare, is preferred.

 Certifications/Licenses:

  • Must hold a valid driver’s license and have access to a reliable vehicle.

Knowledge/Skills/Abilities:

  • Language Skills: Bilingual in English and Spanish is required. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence.

  • Cultural humility and sensitivity to the needs of immigrant youth; 

  • Demonstrated success in working effectively in a multicultural setting;

  • Proven ability to work independently as well as collaboratively with colleagues and other 

  • community agencies and service providers;

  • Knowledge and understanding of local resources and school districts in Alameda or San Francisco Counties;

  • Reliable and Accountable: consistently at work and on time, responds to clients and colleagues; works effectively with partners, and responds positively to feedback regarding performance; 

  • Proficient computer (Microsoft Office, Google mail and calendars) and writing

  •  Workshop/training coordination skills.

  • Other: Ability to successfully pass a criminal background check. Ability to travel independently throughout relevant region. Ability to work independently and during non-traditional hours such as evenings and weekends.
