Location: This role is eligible for a “hybrid” work arrangement. The Associate Clinical & Social Services Director will meet staff at our two main sites: RIT’s Community Hub @ Harbor House: 1811 11th Avenue, Oakland, CA 94606 and RIT’s Administrative Office @ 870 Market Street, Suite 558, San Francisco, CA 94102.
Reports to: Co-Executive Director
COMPENSATION: $90,000-$104,000 (pending education and experience)
BENEFITS: Paid vacation, holiday and sick time, health, dental, vision, life insurance, retirement program.
SCHEDULE: Monday - Friday, 9:00/10 am to 5:30/6:30 pm. Must be able to accept some evening and weekend hours as needed.

PROGRAM OVERVIEW:
Summary: The person is responsible for leading all aspects of the Home Study and Post Release Services (HSPRS) program in partnership with the national lead organization for RIT’s HSPRS subcontract, Heartland Human Care Services. The Associate Clinical & Social Services Director also oversees RIT’s Case Management team–serving adults and families of all statuses (Refugees, Asylum Seekers, Special Immigrant Visa holders, Parolees, and other statuses). The position reports to the Co-Executive Director (Co-ED) to ensure quality clinical care and program operations of the Case Management Departments. This position has supervisory/director responsibilities as an essential component of the role.
Essential Duties and Responsibilities:
Strategic leadership for the case management function at RIT.
Set the strategic direction for case management services in alignment with organizational goals, Heartland and ORR/HSPRS policies, values and trauma-informed practices.
Establish procedures, policies, and standards for effective case management practice.
Ensure the integration of case management with other services and functions throughout RIT to enhance holistic support for clients and client outcomes.
Oversee compliance, quality assurance, and continuous improvement initiatives for case management services.
Develop partnerships with other organizations and advocate for policy changes as needed.
Responsible for staffing, budgetary, and operational decisions affecting case management.
Supervisory tasks:
Provide direct supervision to 2 Caseworkers (Level 1 & 2 HSPRS), 1 Intensive Case Manager (to hire for Level 3 HSPRS) and RIT’s Case Management Team (currently 5 members) and Ensure appropriate procedures are implemented, in accordance with organization and funder policies and assigned tasks
Ensure that all licensing and agency standards are being met in the area of clinical/mental health services
Assume an appropriate role in the program tasks and projects, and ensure all program standards, coverage, and ratios as required by Heartland/ORR required for the subcontract are met
Provide periodic evaluative reviews and/or in-house and external staff training to ensure that staff understand and continue to adhere to such standards
Practice of cultural humility and model a multidisciplinary team approach to participant care
Participate in varied program staff selection, including creating job posting, interviewing, screening for appropriate placement and the provision of appropriate supervision.
Ensure all new HSPRS employees complete mandatory 40 hours of pre-service training prior to having direct contact with unaccompanied children. In addition to being required as part of pre-service training, participate and ensure all HSPRS staff participate in continuous training every year
Develop and provide supplemental training to clinical and non-clinical case management staff in all areas as appropriate
Retain team members by orienting, training and appraising employees; monitoring staff assignments; maintaining a safe and secure work environment, developing personal growth opportunities
Ensure staff completion of quality documentation related to clinical services and non-clinical services
Ensure compliance with organizational and Heartland/ORR policies, practices, and professional standards of ethics
Create, monitor and implement group and other psycho-educational or therapeutic curricula in program
Coordinate and lead the clinical group supervision/consultation meetings, including project/team meetings
Remain current in the field of service provided by the program through self-initiated avenues, as approved by a higher level of Management
Participate in the development of long-range plans, service delivery model and other significant strategies and/or systems.
Ensure documentation in RIT’s Salesforce database and HSPRS database is complete, accurate, and up-to-date for all RIT case managers and HSPRS staff
Address complaints and resolve problems for both employees and program participants
Ensure adherence to organizational standards and implements progressive disciplinary steps where appropriate
Direct Care Responsibilities:
Support clinical staff in review of case assignments, completion of intakes as needed, treatment plan development, case progress and case closure. If needed, fill in for Intensive Case Manager to provide direct services.
Meet regularly on a 1-1 basis with caseworkers and the intensive case manager (once hired) to provide clinical support for complex cases
Oversee support groups in accordance with established policies, procedures and protocols
Establish and model therapeutic and professional relationships with participant and staff in accordance with the organization’s policies and the ethical guidelines of both the organization and the profession
Develop, monitor, and enhance professional relationships with social services, health and governmental agencies
Participate and contribute in regular supervision meetings, team meetings, and conferences
Provide consultation for case managers in the areas of advocacy, crisis intervention, and problem solving in a variety of areas for all clients that promotes self-sufficiency and participant capacity to self-manage crisis responses independently over time.
Ensure team stays updated on any changes to resources and makes referrals as needed;
Ensure team members provide information and/or orientation to clients to assist them to understand and effectively utilize and interact with systems such as public benefits, transportation, housing, legal services, health and mental health, education, family support, financial and immigration/citizenship
Establish and maintain a professional and therapeutic relationship within the standards of client profiles, confidentiality laws and the newest clinical research available
Maintain the volume of work designated by project standards and utilize the mental health theory and concepts integrating in clinical practice.
Quality Assurance:
Accurately complete in a timely manner all necessary forms, case recordings, statistical information, and other reports required by the organization and funder
Meet with Intensive Case Manager and Caseworkers to assess, plan, and supplement the client’s level of functioning
Meet with Case Management team to develop, implement, oversee and follows-up with client treatment plans to ensure that realistic goals and deadlines of accomplishments are being met
Adhere to professional standards as outlined by governmental bodies, NASW (and/or other appropriate professional associations), private funding sources, organization plans/policies.
Participate in periodic evaluative reviews and/or in-house and external staff training to ensure that the case management team understands and continues to adhere to such standards.
Other duties may be assigned as needed by the organization

Certifications, Licenses, Registrations: LCSW or LCPC is required.
Education and/or Experience: Master’s degree in counseling or social work with at least 3 years of clinical supervisory experience.
At least 10 years of related experience, including significant supervisory/leadership experience developing policies, managing a department &/or team of at least 8 employees, overseeing program budgets, and conducting strategic planning.
At least four years case management experience.
Language Skills: Bilingual ability in English and Spanish is required. Ability to read, analyze, and interpret professional journals, technical procedures, and governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, participants, funders, and the general public.
Ability to use strength-based approaches and connect with and build a supportive environments for newcomer youth
Experience and comfort conducting home visits is required
Computer Skills: Strong technology skills and experience using Windows Operating Systems, Microsoft Office, Google Sheets/Docs/Slides and and data entry experience (for RIT and Heartland’s Salesforce databases).
Mathematical Skills: Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables and situations. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
